New Operating Model
for Sport in Wales
The Context
As part of Sport Wales’ Sector Resilience Programme, Human Engine were commissioned to undertake a review of the operating model and undertake an options appraisal for different future models for the sector. The ambition of this work was to explore the viability, efficiency and effectiveness of each proposed model.
Our Approach
Working across a complex stakeholder landscape of 40+ National Governing Bodies (NGBs), the Human Engine team developed nine options for the sector. The process included:
Sector Engagement: Delivered 1:1 sessions with NGB senior leaders and Board Chairs to gather insight on their drivers for change and ambition for new models in the sector. The team also delivered a survey to broaden engagement and add quantitative data to our discovery phase.
Case Studies: Presented examples of cross-partner operating model changes from local government, health and VCFSE landscapes that were transferable to the sport sector in Wales as well as international examples from within the sport industry.
Data Analysis: Brought together existing data from Sport Wales and partners, as well as primary data collected through interviews and surveys to deliver a mixed methods assessment of the ‘as is’ and ‘to be’ options.
Appraisal of Options: Delivered an assessment of each model using the Five Case Model and scored using a multi-criteria analysis.
Acknowledging there was unlikely to be a perfect model for all partners, the team presented a sector-wide view for each option as well as developing hybrid options to be considered. The team also led further specific NGB engagement to assess the impact of each model across four areas: Financial, Governance, Development and Sporting Pathways, Outcomes.
Outputs and Outcomes
The review resulted in:
Nine different options for future partnership and operating models for NGBs assessed using the Five Case Model with supporting benefits and disbenefits.
Weighted scoring across the Five Cases and overall scores that can be compared across options.
Six enablers for change for Sport Wales to consider as part of the wider Sector Resilience Programme.
A phased programme delivery plan.
A five-strong list of recommendations for Sport Wales and the sector to consider as part of the next phase of this work.
