Community led services is not a new idea – but a growing number of councils nationally are seeing the benefits of putting trust and responsibility in communities to deliver services in their local areas.​

Human Engine’s latest Insights Report draws together national research and sector engagement to assess the current state of community devolution and introduce the Community FOCUS model.

The report sets out five core themes that underpin effective community led service delivery:

 

  • Funding – establishing clear, joined-up and accessible funding mechanisms that enable community partners to operate sustainably

  • Outcomes – developing robust evaluation frameworks to evidence impact and sustain momentum

  • Capacity and Capability – being honest about who is best placed to deliver services and strengthening local capability accordingly

  • Use of Assets – leveraging the public estate and community asset transfer to improve access and locality provision

  • Service Delivery – taking a structured, service design approach to determine what can and should be devolved

 

Together, these themes provide a practical framework for councils seeking to move from aspiration to delivery.
